Bids - Manage Bids - Amend/Approve-Prioritise/Delete

To begin managing a bid, click on the Manage Bids menu item under Package Finance in the Actions menu.

From here you are given three options.

Package Summary

To open the package summary and view borough totals for the year, click the Package Summary link on Actions > Package Finance.

This menu item is limited to administrators/package leaders.

Bids - Bid Errors and Warnings

The LoBEG package administrator might contact you regarding a recently submitted bid if there are errors and warnings associated with it. The possible errors and warnings are:
Errors:
No detailed assessment
Invalid assessed capacity in detailed assessment
No detailed assessment - score defaulting to 0.01
No risk assessment
No feasibility for strengthening

Warnings:
No carriageway carried by structure
No record of maximum span length
No information on carriageway or railway crossed by structure - assuming neither.
Cost of repair in event of failure not entered - assuming 0

To view your bid's errors and warnings, first navigate to Amend and Existing Bid. One or more of the errors and warnings below may display. Follow the remedial steps suggested to remove the error or warning.

Errors:	Remedial Steps
No detailed assessment	Open the structure's record and add a Detailed Assessment to the Assessment Results folder..
Invalid assessed capacity in detailed assessment	Once the Detailed Assessment has been added to the Assessment Results folder. Ensure that it includes an Assessed Capacity (t).
No detailed assessment - score defaulting to 0.01	Open the structure's record and add a Detailed Assessment to the Assessment Results folder..
No risk assessment	Open the structure's record and add a Risk Assessment.
No feasibility for strengthening	Open the structure's record and add a Feasibility Assessment.
Invalid likelihood of furture deterioration in detailed assessment	??Capacity reduced by deterioration??
Invalid extent/severity in detailed assessment	A Detailed Assessment has two fields called Deterioration Severity and Deterioration Extent. Make sure they both have values selected.

Warnings:	Remedial Steps
No carriageway carried by structure	Check your structures Carried/Crossed folders; if a Carriageway element is present ensure the Relative Position field in its element details is set to Carried by Structure. If the folder is missing a the element, modify the element hierarchy to include one.
No record of span length	Check the structure's Span folder, there should be a Span element available with a Length (m) completed.
No information on carriageway or railway crossed by structure - assuming neither.	Check your structure's Carried/Crossed folder; if a Carriageway or Railway element is present ensure the Relative Position field in its element details is set to Crossed by Structure. If the folder is missing either element, modify the element hierarchy to include one.
Element hierarchy is not CEI Compliant	Element hierarchies are non-compliant because either there are 3 or fewer CSS Elements in the hierarchy, or if there are elements mapping errors to be dealt with. Open the structure and check to see if the CSS Element count is high enough, also check for any Element Mapping Errors.
Cost of repair in event of failure not entered - assuming 0	Open the Structure's record and make sure a Feasibility Assessment is added. Ensure the Cost of Repair field has been completed.
Invalid assessment level in detailed assessment	Make sure to select a value for the Level of Assessment for each Detailed Assessment added.
Invalid mode or result of failure in risk assessment	Open the structure's Risk assessment in the Assessment Results folder and make sure a value has been selected for the Mode of Failure field in the Consequences of Failure section
No entry for signs of distress in detailed assessment - assumed none	Open the structure's Detailed assessment and make sure a value has been selected for the Signs of Distress fields in the BD21 section as well as the Footway 1 and Footway 2 sections.
No carriageway lanes information provided on carriageway carried - assuming 2	??Width??
Invalid number of lanes on carriageway carried - assuming 2	Open the structure's element folder in the Structure menu, make sure there is a carriageway element included in the Carried/Crossed folder and that a value has been recorded against the Lanes field.
No estimate of failed spans in feasibility for strengthening - assuming 1	Open the structure's Feasibility assessment in the Assessment Results folder. Under the Deck Element Failure Repair Costs section complete a value for the Number of Failed Spans field.
No estimate of total vehicle flow rate beneath structure	?? Carriageway element field??
Delay costs of failure not entered - assuming 0	Open the structure's Feasibility assessment in the Assessment Results folder. Under the Delay Costs of Failure section complete each field.
Impact of failure on industry not entered - assumed none	Open the structure's Feasibility assessment in the Assessment Results folder. Under the Impact section make a selection for the Local Industry field.
Impact of failure on aesthetics not entered - assumed none	Open the structure's Feasibility assessment in the Assessment Results folder. Under the Impact section make a selection for the Aesthetics field.
Assessment bid found for same structure in same financial year {String}	Assessment bids can only be made once per year for each structure.
Forecast spend up to last month of current year yet no forecast for future years {String}	The bid's spend profile may need to be amended to include future forecasted spend. Click the Amend Bid link in the Action menu to adjust the spend profile.
Invalid HGV flow rate - Assuming 0	Open the structure's Elements folder in the Structure menu, make sure there is a Carriageway element included in the Carried/Crossed folder and that a value has been recorded against the Traffic Flow HGV field
Invalid Alternate HGV Routes in Strengthening Feasibility	Open the structure's Feasibility assessment in the Assessment Results folder. Under the Deck Element Availability of Alternative Routes section make a select for the Heavy Goods Vehicles field.
Invalid bus flow rate - Assuming 0	Open the structure's Elements folder in the Structure menu, make sure there is a Carriageway element included in the Carried/Crossed folder and that a value has been recorded against the Traffic Flow Bus field
Invalid Alternate Bus Routes in Strengthening Feasibility	Open the structure's Feasibility assessment in the Assessment Results folder. Under the Deck Element Availability of Alternative Routes section make a select for the Buses field.
Invalid Alternate Emergency Vehicle Routes in Strengthening Feasibility	Open the structure's Feasibility assessment in the Assessment Results folder. Under the Deck Element Availability of Alternative Routes section make a select for the Emergency Vehicles field.

Structures Register

As of July 2011 every borough will have to complete an electronic structures register before editing or adding a bid.

When bidding for a new scheme or amending an existing bid the structures register page will appear. You will need to complete the register or edit/confirm the existing register before proceding with the bid process. There is one register per borough per financial year.

Use the input boxes to provide counts of structures satisying the requested categories. Click the Continue button to continue with the bid process.

Bids - Bid History

Click Bid history item under Borough Key Financials from the left-hand Actions menu.

The Bid History page will open. Locate a structure using the search tool provided at the top of the page.

This history includes brief structure details along with historical data for the structure for bid details, allocation details, monitoring data and milestone details.

Bids - Amend an Existing Bid

To start amending an existing bid, from the Key Financials page click on the Amend an existing bid link on the left-hand Actions menu under Borough Key Financials.

If you are on the Key Financials page you can also click the Amend existing bid button at the top.

A dialog box will open and you will be presented with Step 1: a list of existing bids for the borough. Click on the structure name to start amending the bid.

From here you can adjust the bid details and resubmit the bid. The steps are:

Review the structure details

Review and Update the assessments, interim measures and inspections

Complete the Scheme Details.

At the top of this step you can adjust the scheme type if you need to , then provide a detailed description and brief justification, as well as Start and End Dates for the scheme.

Then complete the Scheme Cost Profile. Enter this in the grid provided. Include future year’s figures or select the check box for Scheme will be completed this financial year.

Once you've completed these steps, click the Resubmit button to amend the bid.

Bids - Bid for a New Scheme

To start bidding for a new scheme select the Bid for a new scheme link from the left-hand Actions menu.

Alternatively, click on the Add new bid button on the Key Financials page.

A dialog will open and show Step 1. Here you need to pick the financial year your scheme will start in and at Step 2, the scheme type:

This will move you on to Step 3, where you need to pick out the structure in question. Click on the structure name, or use the search box at the top.

Next you can fill out the bid itself, this includes sections to;

Review the structure details

Review and Update the assessments, interim measures and inspections

Complete the Scheme Details.

At the top of this step you can adjust the scheme type if you need to , then provide a detailed description and brief justification, as well as Start and End Dates for the scheme.

Then complete the Scheme Cost Profile. Enter this in the grid provided. Include future year’s figures or select the check box for Scheme will be completed this financial year.

Click the Submit Bid button to enter the bid.

If you need to edit a bid you have just made, you can amend and existing bid.

Monitoring - Monitor a Current Allocation

To start monitoring a current allocation click the Monitor Current Allocations item in the left hand Actions menu under Borough Key Financials.

Choose the type of monitoring you want to enter (i.e. Bi-monthly or Ad-Hoc). Please note Bi-Monthly can only be entered in May, July, September, October, December and February.

Click on the structure’s name that you wish to monitor.

To view the previous years monitoring click the closeout results link.

Enter the monitoring data in the grid provided. Include future year’s figures or select the check box for Scheme will be completed this financial year. Also include a retention amount and a reason for variance if the cost profile or milestone dates have changed.

The previous monitoring is also displayed if available.
Click the Submit button to enter the monitoring.

Allocations - Unmonitored Allocations

To view details of the Unmonitored Allocations, click on the Unmonitored Allocations link.

The Unmonitored Allocations page will open and display a breakdown of the unmonitored allocations for the specified year, grouped by scheme type (i.e. assessment, interim measures, strengthening and maintenance).

Clicking on the structure name for one of these allocations will take you to the breakdown for that specific allocation.

From the Actions panel on the left you can enter monitoring for this allocation by clicking on the Monitor a current allocation link.

Bids - Bids Awaiting Allocations

Click on the Bids Awaiting Allocations link on the Borough Key Financials for the year you are interested in.

The Bids Awaiting Allocations page will open and display a breakdown of the unallocated bids for the specified year, grouped by scheme type (i.e. assessment, interim measures, strengthening and maintenance).

Clicking on the structure name for one of these bids will take you to the breakdown for that specific bid.
